Good day. Have you watched the lesson attached to the project? First you need to use AE to upload images, then use premiere pro. Only I do not advise using version AE 2019 for image editing, as it does not work correctly with essential graphics for a reason unknown to me. Something Adobe overdid in the last update of their product

Yes and I only have AE 2019.

I can suggest that you send the AE version without the Motion Graphics panel to the mail, it will work fine, but all the settings will need to be done in After-effects. Video lesson attached
