I’m not experienced with editing video’s, but is it possible to add text with Premiere pro? 
The video is as is. On top of the video yes, you can add text, not moving along in the stream.

Can you make a WebM looped video out of this?

I have tried it for you and yes it is possible to create WebM. I did it using Miro Video Converter. there is a HD and SD setting. The HD became 4.5mb.

1. it is a .mov video file, fullHD with photo-Jpeg compression
2. it’s not layered but you can simply do a hue effect on the composition. If thats not what you want then you can mail me trough my profile and I’ll help you.
