Hello, good question! My main software is After Effects.

For After Effects I usually use these glitch transitions through blending mode and/or adjustment layers. But you can use these transitions with any software (often for editing video) that reads MOV format.

If you want just drag and drop glitch on your media without using blendig mode or other methods , I advise you of see these transitions created on transparent background.
