you can change background from enter inside scenes and put jpg or texture under all layers

When I open the project, I receive a message that I need to download the “CC Light Sweep” effect. Do I need it?
Oh and I see 35 places for images but only 13 scenes, why? Thanks
it is a standart plugin for after effects it means you have a licence problem you may try to download and install plugin. every scene includes multiple displays this is why you see 13 scenes and 35 places. You can see it in video preview.
