Maybe parenting all the layers to a null helps you to scale it up. Also you can scale the compositions up, but you’ll loose the resolution.

If you want render scenes, you have turn off guide layer property of BG. Right click on the layer, turn off guide layer check-box. You can find more in Video Tutorials.
