Yes you can. Each scene it has 15second duration. You need to adjust the keyframe of animation control layer to delay moving to the next scene.

Adding new placeholder can be done by using special script to duplicate entire selected scene to a new scene. Regarding extending scene length, you need some keyframes adjustment retiming and sync to other comp. Might need basic AE knowledge to handle with layers and comps structure.
