you can. grid effect is applied on 8th layer from the bottom ([white solid 2]), but its not recommended because lot of layers (unhide layers and you’ll see ‘white ribbon’ layers) fits exactly to current grid settings.

Unfortunately all of my video clips and images are 1280×720 or 720×480. I know you can output in lower resolutions but are there project files I can use that utilize lower resolutions?
if I understand you good, your footages are smaller, and you want to make them bigger to fit in media_frame.psd.
Step 1. take a look at folder images_or_videos in after effects, right click on each gif file and “replace footage / file…” and browse for your files which can be in lower resolution, but format 16:9 is recomended.
Step 2. than open all compositions (from same folder) and make your new footage bigger.
for example, change footage 1.gif (1920×1080) with your new footage 1.mov (1280×720) – this is step 1.
step 2. open composition “media1”, and lets find ideal scale factor:
1280pix:100%=1920pix:x% ; x=1920pix*100%/1280pix=150%
so click on your footege 1.mov at timeline in media1 composition, press S, and change scale value from 100% to 150%, and your footage now perfectly fit just like 1920×1080 with 100%scale.
