Hi, I recently purchased “Graphics Pack for Premiere Pro” ($59) and realized that I need this for After Effects. I realized right after I hit buy it that I got the wrong one. Am I able pay the extra 10$ to upgrade my package, The (69$) version it can use both Premiere and After Effects correct? If not upgrade possible can I get refund so I can purchase the correct one?

The version you purchased works in After Effects (via the Motion Bro extension) and also has Mogrt files that work through the Essential Graphics Panel.
You can use Toko 4.1 in Premiere Pro through the Essential Graphics Panel (This version has always worked through the Essential Graphics Panel), watch this video: https://youtu.be/oQ_c8fIN6DE
