I put an effect (night cinematic for example) but nothing changes

I can not attach you screenshot. I applied the effect “black and white” for example, I saved, then restarted the application PremiereProP CC … nothing had changed. Should you simply move the effect of “presets” on the layer of the timeline or must you also modify / activate something in “effect options”? thank you

WINDOWS 7 + PREMIERE PRO CC 2018 + THIS PACK … EVERYTHING WORKS (but it´s an old computer we only use to check software issues before running it in our projects)

WINDOWS 10 (OFFLINE, we never connect to the net this computer for safety reasons so it might not be updated) + PREMIERE PRO CC 2018 not working mp4, .mov nor titles from this pack (it works the text but not animations in .mov – shapes i mean)...

Can´t believe what we are seeing this morning… we need anyway to solve text issues in CC 2017, issue with mp4 and .mov seem much worse to solve as we´ve read troth the net…
