Is this compatible w/ Premiere Pro CC 2018/After Effects CC 2018?

Also, I’m wanting to use something like this for a background of a centered logo that will also animate. Hoping the functionality within project is user-friendly with customization! I’m somewhat literate with both software, but tutorials are appreciated!
