Following your request, could please try the below What’s your process to open the file.
Launch After effect > File > Open and select the template file or Double cliking on the template file directly ?
Also you may try a file import Launch After effect > File > Import > then import the template into a new project

Does the background have to be used? Can the text be used over different footage?

What are the customization limitations if I don’t have the Trapcode 3D Stroke plugin? Can I change the text? Colors?
You can change text, colors even if you don’t have the plugin, just use the pre-rendered version of the project.
