I have a footage of a person dancing, which I can 3D Camera track in After effects.
Can I place that dancing person into this WORLD, and make the person appear to dance in this 3D space/world?

Is the large scale interstellar environment in this project file the same environment used to create the camera path in your Galactic Tour II project?
No, the Perseus Sector is built only for inside point of view of the galaxy. As you may read in description: “Flying through the entire galaxy and leaving it is unfortunately impossible…”. The Galactic Tour II setup is more complex than be reusable.
