Please reinstalling your after effect with English version to avoid the error.

or you can solve this by.

1. Create a file called ae_force_english.txt in your user home directory Documents sub-folder.

2. ae_force_english.txt it needs to be in the Documents sub-folder, not the root of the user home dir.
