Values in the “[NO EDIT]” and “[NO EDIT]_” effect layers should not or cannot be changed, because they are part of the presets underlying system. The red number means the effect parameter contains an expression which changes and calculates the value for you.

Yes, the Pixelator has Multi-Language Support and works with pre-comps.
