Can I modify the camera path, the galaxy, etc.?
No, you can’t. The package contains the prerendered footage (1500frame 3840×2160 px resolution galactic fly-through render), the After Effects CS 5.5 project file for expanding this prerender (this project file contains the camera path and reference objects from the original scene – which are not included – and also contains some customization example).
So you can get more than a conventional stock footage, but you cannot create a custom camera path.

Is it possible to license the original project files for the galaxy setup?
No, the original project file is not for sale.

Can I fix it in some way?
Yes, just turn on again the expressions.
The After Effects try to generate a thumbnail for the project panel far outside from the timeline. However you may set the Disable Thumbnails in Project Panel checkbox in the preferences to avoid similar errors. There are no active camera or anything visible at -270000th frame of course.
The project still work properly between the first and the last frame of the timeline. Anytime when you get a similar error you need to unhide the layers with the Shy switch, find the disabled expression and re-activate it.
