Well CS4 isn’t backwards compatible so can’t really do it.

If you are REALLY interested in this effects / project i could give you the tutorial video which shows a scene breakdown and explains the effects used.

i have no experience with after effects so i ask:

can i use this thing to have this cool light-rays-effect appear around the logo of my website every 30 seconds converting this into flash .swf and then using flash video?

If you just want your logo to have the light rays effects i would suggest using this file : http://videohive.net/item/shine-reveal/95273 (copy paste the link)

Customizing this will require some knowledge of after effects,but it is possible to export is a flash video file.
