Because they are crappy browsers! 
Looking very fast seems that the slider uses canvas that are HTML5 elements not supported in the older versions of IE . Maybe is just that.

I wished I knew from the beginning … Indeed these browsers I do not like … but a lot of surfers use :7-8 which is an important consideration …! And another thing At least there was a note surfer application – please download a browser 9 to see.

there might be a quick workaround, implying a simple landing page directing older browser users to update or switch over to another browser for “best website experience”... and then redirecting them to a simplified version containing only a static image instead of the slider. Or simply skipping the landing page, and automatically redirecting towards a simplified alternative.
I have no clue about webdesign, but I’ve seen this done, and while silly me was looking over the shoulder of one of my developer friends, he wasn’t cursing at me all that much as I requested this for some testing purposes… so I’m guessing it’s possible, and not as difficult as me going “hey dood, I know you’re awesome, make this animation work, yeah, just like that flash thing you’ve showed me 10 minutes ago… just without flash
