By review do you mean like a star rating system with a comment system both together?
Intertwined I guess the word would be to describe that.

essentially we want to allow members to submit a review on places.
The system we intend will ask for title ( which is place name ) using ajax, we will see if a review exists for that placename.
If it doesnt they proceed.
