That’s true.
I imagine staff that checks item pages, but that’s just a dream.

I see no problem with including a plugin that is yours on a theme that is yours if the plugin is useful to the theme. This is no different to me creating a theme and including a plugin which I paid for an extended license.
However, it is different, for example, when I saw an item on Theme forest last week offering another free theme and their plugin when bought.
I have also seen an elite author giving his online file for free to those who have bought his file

What about offering “free” plugins with a theme. The plugins are mine, they’re not sold anywhere else, it’s just a bonus you get when purchasing a theme. In my opinion that sort of “free extra” is fine.
I don’t think there’s anything wrong with including plugins with a theme. As long as they’re shown in the preview and included as a “feature”, I think it falls into the category of “double-dipping”

Hi guys, we have clarification on this: Promoting an extra item as free or bonus, or offering a bonus outside of the main download package is not allowed. In these cases Support can take action, if it is reported.
However, Authors can include bonuses that pass review in their main download package so long as it isn’t advertised.
