hm.. seems like what I need is called parallax effect
not just ken burns effect 
that’s when you cut a person from the background and then move both a little 
anyway.. need a sort of video I’ve posted above

It’s a custom work only. To achieve such stunning effects with 3d depth and parallax requires a lot of working hours…. And it will cost you a lot… Have you asked author(Photo2Life) of these videos ?

yes, indeed, it depends of the number of photos and how easy is to cut the people from the background.
well I don’t think parallax is THAT complex… you just cut a piece of a photo and move it independently from the background..
I need a video one minute long.. that would be 10-12 pictures I guess.. and yeah.. I got plenty of cool pictures from my wedding.. so I’m sure we can find a bunch were cutting myself and my wife from the background is not that painful

The difficult part is moving the camera without revealing the underlying background. That can mean a lot of work airbrushing the original characters out of the photograph, or some very careful resizing of “foreground” elements.
Of course, if you want to do it properly, you’ll project it onto geometry in 3D. 
I thought that the trick is that once you did a cut.. you make this object a bit bigger, to hide the hole behind.. and it gives you some room of moving the background without revealing a hole.

It doesn’t always work. Imagine a donut… making it bigger doesn’t hide the donut behind, because it makes the hole in the middle of the donut bigger too.
Effectively, someone with their hands on their hips is two donuts. 
Other shapes also cause problems. Shoulders, heads and necks are notorious.
You get similar problems often with rotoscoping.
