Does anyone know any encoders where I can create an FLV from a thumbnail image (jpeg, png, etc) and an mp3? (So basically, the image stays static while the mp3 plays).

Movie Maker, which comes with Windows Xp and Vista, can do it as well. it generates a .wmv but then that can be uploaded to youtube for flv.

or you could just load the image and mp3 into After effects, drag them into a new comp, then render as .flv
