You cannot send money to an Indian account holder from an Indian account holder. But you can receive payments from any other country. The RBI made some regulations over the paypal in India. So you cannot use your paypal balance for any online transactions but just to withdraw. You can withdraw the amount to any Bank accounts in India.

Are you sure that your friend doesn’t use the Paypal account registered with Indian address?
