Are you rendering an FLV straight out of After Effects? If yes, maybe you should try to render a Quicktime first and then drag that quicktime onto the Queue in Adobe Media Encoder, they have “built in” presets that are high quality and perfectly suitable for this situation, just make sure your Audio is enabled in the preferences.

In most circumstances, we suggest a bitrate of 2500kbps. However, there are instances that require a higher bitrate to achieve better quality.

Sometime (depend on content) adding little noise 2-3% (usually I uncheck color option) which is barely visible helps to force codec to generate higher bitrate(close to the specified limit) and have better overall quality.

I usually adding noise when coding MOV , but for FLV it is also needed on some cases per my experience.

Best Regards, Andrey
